Abstract

This study provides an initial evaluation of the governance and tahfiz achievement of a university diniyah programme and formulates follow-up priorities through a CIPP–Tashrif framework. It employed an evaluative case-study approach using document analysis supported by a semi-structured interview with one student as supplementary qualitative evidence. Data included management meeting minutes, memorisation and halaqah records, semester achievement records, tahfiz examination scores and regulations, and the student’s perceptions of tahsin–tahfiz implementation. The programme had an established management structure, six male halaqah groups, scheduled learning sessions, individual ziyadah–itqan targets, and mechanisms for memorisation submission and review. Of the 53 male students with complete records, 45.3% had memorised fewer than five juz. Examination scores were available for 20 of 27 female students, with a mean of 94.99, a median of 99, and a range of 74–100; all recorded scores met the passing standard. The student interview highlighted the need for more intensive tahsin practice, measurable targets, differentiated follow-up based on initial ability, attendance based on active memorisation submission, and alignment between musyrif duties and memorisation targets. The initial evaluation concludes that the programme has a governance foundation, but target standardisation, process documentation, differentiated support, and integrated data management require strengthening.
